PURPOSE

The purpose of this policy is to provide guidance to Council members and to Ratepayers associated with the installation of new approaches that access roadways under municipal jurisdiction.

Policy:

"Resolved that the Council of the Rural Municipality of Cornwallis hereby adopts the following guidelines associated with the installation of new approaches accessing roadways under municipal jurisdiction.

1. The Brandon and Area Planning District is hereby requested to provide a copy of this policy to each applicant for a development permit requiring a new road approach access.

2. Applicants should contact the appropriate Ward Council member.

3. The Ward Council member is authorized to provide guidance and instruction and to approve the approach location in accordance with the following guidelines

a).  Due consideration for appropriate setback distances from intersections and obstructions causing a visibility hazard;

b). Residential approaches should be a minimum width of 6 metres and a maximum width of 8 metres, (flare extra);

c). Agricultural approaches should be a minimum width of 8 metres and a maximum width of 10 metres, (flare extra);

d). Commercial approaches should be a minimum with of 10 metres and a maximum width of 12 metres (flare extra);

e). Culvert should be new and be sized appropriately to the upstream culvert;

f).  4:1 slope;

g). Material (apart from the culvert) is at the landowners discretion, however the Municipality will encourage that local material not be used and that a proper base and aggregate be used.

4. Cost of approach including all labour and materials including the cost of the initial ulvert (if required) is at the expense of the landowner.

5. Maintenance and snow removal is at the landowner's expense, however in the event it is determined at the Municipality's discretion that a culvert requires replacement; the cost of replacement will be at the Municipality's expense.
